Fix typos and update dependencies and configurations

Updated the version of
`TinyHelpers.AspNetCore` in `SqlDatabaseVectorSearch.csproj`
from `4.1.2` to `4.1.3`. Clarified comments in
`appsettings.json` for the `ModelId` field under
`ChatCompletion` to specify requirements for `gpt-4.1` models.
